I think that is a convergence error and/or a lens focus issue. A professional repair tech or equivalently experienced person can repair this rather inexpensively.

You're probably describing convergence issues. Does you flash focus have any effect?

If you are printing color and you have color blurring like streaks. it mean the registration of the colors are off. Usually using the internal cleaning function from the panel will clear this up. You should restart the copier as well. If it continues check all the feed rollers.

Your convergence ICs are bad and maybe the two resistors right next to them. This is an easy and inexpensive repair if you can solder. A repair shop will run about 400.00 The parts are readily available for about 10.00 each you will need two ICs STKXXX-XXX
Look inside your set for a large aluminum heat sink that's where hey are located they will have an STK number like above stamped on them. Those are the part numbers. Let me know what type of TV and model number you have and I can help you locate the proper parts.
