Not 100%certain to what styrofoam you are referring to but there is definitely styrofoam components inside the machine. The entire drain pan is made of styrofoam, I would not touch it.
tilt your ac down on the outside,so it will drain properly,if that doesnt help,pour some bleach in the water inside to get rid of mold that clogs the drain
Any mold in any part of the unit is not good, especially if its in the Styrofoam, Styrofoam has pores and hides the mold spores well, it would be dangerous to actually run the unit with mold spores as it can travel inside the house. Unfortunately companies that make these units don't make these units mold proof, why should they? that's how they make their money. I have three units, one has always given me problems with mold. It always comes back. The other two are always clean. My best advice, get rid of the unit and get another one or get a free estimate on Central air and heat. Mold is very dangerous and is not worth the risk, it can cause a number of medical issues.
They used to use a black rubber hose to run from the front to the back of the unit on the very bottom of the unit. You may also look for a styrofoam chute . Make sure the unit is sloped to the rear slightly.

If there is water running out the front of the system your drain is blocked and or the system needs to be removed to inspect the drain tray and clean out if required.(serviced).
As for it not turning on , check that the fuse isn't blown as the water may have shorted the controls wires and blown the fuse
Hi Julie, Is this a newly installed unit? The problem sounds like the sleeve is improperly installed. The sleeve should slope approximately 1/4 inch downward from inside to outside. This way the water will run to the back of the pan where it will be picked up by the slinger fan, or drain to the outside. Most likely this is the cause, not the styrofoam pan. Had same problem with Ge AC. Unplug take out of window and remove all cover screws. Pull up on cover and pull cover off ac, Remove front cover as well there are a couple screws in the front. When looking at front of ac, hit the Styrofoam housing towards your left (towards control panel). Spin fan blade to make sure that it is clear. Plug in to double check. I put a couple quarters between the styrofoam and the metal housing, so it would not slide back. Also tape the styrofoam between the seams this helps with better cooling. Use some good tape nothing cheap. I used black duck tape. It took about 20 mins. The hardest part is re installing the AC.
