Resetting I dont know what the security code is to the master clear and i am trying to reset a verizon motorola razr. thanks for the help

If "Airplane Mode" is activated, this could happen, otherwise there's no other settings to deactivate or activate the offline mode with this Model. The "Airplane Mode" is under Settings, make sure it's Off.

You can also check the Network Setup under "Settings" and make sure "Automatic" is selected.
I would also recommend you to try with another sim card. If the same problem persists with another sim card, try resetting the phone "Master Reset". There are two options to reset your phone, 1. Master Reset and 2. Master Clear. Master Reset will reset every the phone settings to factory default while Master Clear will reset the phone as well as clear all the data from the phone and will restore everything as it was when you bought (as a new handset).
To do Master Reset, open "Settings" then "Initial Setup" and "Master Reset", you'll be asked to enter the security code, type in 1234 and proceed, if 1234 doesn't work, then use 000000 (6 zeros).
Note: if you have changed the code, you should use that.

Even resetting doesn't help, then there must be Network Problem with your phone, perhaps, the Network IC. In rare cases, Antenna causes this issue. Or sometimes it's related Software. All these are to be checked/done at Motorola Service Center or at local Mobile Repair Shops.

Master reset code is 0000 is the default code. Either 1234 is the code.

Have you tried inputting all zeros for the master code (00000) I think it is 5 - 0's but it might be 6 (000000) I think this is a master code. Give it a try..

If by "reset" you mean you want to clear out all of the info and put all the settings back to factory defaults, then go into the settings menu, select initial setup, then go to master clear. It will ask for a security code. It should be six zeroes (000000). This will erase everything on the phone- contacts, texts, etc.

You may try to reset codes on new motorola phones with following commands through phone keyboard.

Put phone in Test mode - 048263* (Push the key quickly!)
you should see this message: "Opcode", 'Cancel' "Okay'
After Putting t phone in test mode then use following commands
to see or reset security code.
User code -> 32*116*1*0*0
Security code -> 32*118*1*0*0 Master Reset -> 18*0
Master Clear -> 18*1 ----
* is Asterisk key on the phone keyboard!

I think it is best to have them exchanged the phone...but try doing a master reset and master clear
