Try removing the battery & power cable, holding power on for 20 secs, reconnecting external power (leave the battery out) & boot up. I'm currently using an Aspire with the same problem, found this solution on a thread & it works for me. Supposedly a build up of static causes the problem, not sure yet what the deffinitive solution is......
It's better to test the mouse and keyboard to the other computer to make is sure that the two are working. If the keyboard is working so the problem is your laptop mouse and keyboard port. If your not using external keyboard you need to open the laptop maybe the keyboard cable that connected to the board is disconnected or not properly insert to the slot. If cannot open the laptop it's better to return it the the technician who replaced the lcd. About the mouse try using usb mouse.
Sounds like the wire is loose or not hooked up right. mite go back inside and see if your mouse and key board is wire is hooked up .
