I had the very same problem. I slid the oven out of the wall about 6" or so, unplugged it, plugged it back in. It worked. I'm not sure if I jostled some connection, or if unplugging/repluging it in reset some sort of circuit fault.
in not sure but i think that fan runs off a thrmistor that goes to the contol board.open the oven door and look on the right side of the oven see if theres a metal looking bulb.
You are right, it could be a thermostat or a heater problem.
You should check that the heater element receive power. In case it receive power,the heater element should be replaced. In case it doesn't receive power, the problem is with the thermostat.
In any case, check as well that all wires connected to the thermostat and the heater are in place.
