Maybe the brightness and contrast control is not working . If you can open you monitor cover or housing try to adjust the screen control in the back of the plyback usually the plyback is in the back end of the board monitor. there is two hole adjustment the upper one is for the screen adjustment and the lower one is for the focus try to rotate or adjust the two but be careful to touch other part of monitor specially the yoke or the picture tube.

Sounds like a bad controller board. Board-level repair on a monitor controller board is quite difficult and bound to fail, for a number of reasons. You can look at the part number on the controller and try to locate a replacement online. Otherwise, the switch for the menu might be bad.
Open the monitor and chek with multimeter all buttons on the small PCB. (Front pannel buttons). On my Philips 170S the seccond button from left to right was defekt. Change the button and enjoy.
