Goodman model AEPF426016CA. The fan does not activate in the "on" position when the air conditioner is off. Should it be able to just to circulate air without the acutal AC being on?
My t stat is a Honeywell 6220D. Thank you for any help or advice.

No, it cannot circulate without the actual AC being on. The fan only assists in getting the hot air out of the house or where the AC is installed.
If your fan does not activate when it is on, there is a problem with the either the regulator or the fans mechanism.
Run a check on both the regulator or the fans mechanism to see which is faulty and get it repaired, it will work perfectly fine again.

The actual AC should be in on mode, that time Fan will blow the Air.

Goodman will circulate the air in your home and not use the AC if you desire ... it takes several minutes for Gloodman to cycle on ... longer if you go from hot to cold or cold to hot ... and the more you play with it ... the longer it takes to cycle.
Try it again in a hour ... set it and let it be.

Great thank you for the info. Is there any particular reason that the Goodman brand does this? I had an old 14 year old Carrier that recently died hence the Goodman and I could turn that fan on with no wait time involved. Also would this same wait time be applied to system test 40 within the Honeywell t stat? This is the test that tests the operability of the fan itself. Selection 0 turns it off and 1 is supposed to turn it on. Once again thank you for the information and education.

Wait times for cycling is more mainline for all manufacturers today than in days gone past ... electronics are more sophisticated and equipment built closer to the line. The wait time is to protect your valuable investment from damage that may be caused by playing with the switches.
Didn't you get a instruction/operation manual with your Goodman system? Didn't the installer tell you anything about how the thing worked? You just turned the $ over to the installer and he or she did the work and disappeared?
I did the best I could to tell you the 'trouble'. The information I gave you was solid ... presuming the installation was correct, and from my vantage point, I have no reason to think the installer didn't do his or her job correctly.

Should there be a wait time when simply the testing the system. I can understand the safety precautions would be there to protect the compressor. Would the same old true to possibly protect the fan? Also when I do turn the fan and system back to "auto" the "cool down" flashes which indicates that the 5 minute compressor timeout is in effect. Why would this be only attempting to use the fan and the compressor had been off for say 3 hours? Could it have been wired incorrectly or possibly a bad relay or something? The reason I am asking so many questions is that the installer for whatever reason will not come back out to look at this. The system was installed in April 2010. I guess they have my money and that is the important thing - Jax AC and Appliance.
