First download an antivirus or anti malware, then run it into safemode, scan your laptop., then if this thing did not help, the solution to youre problem is to restore it to default factory settings.
If you can get to the safe mode starup screen (tapping F8 while booting) try restoring your computer to an earlier time when it worked properly (System Restore). If successful, please download and run Malwarebytes' Antimalware.
If you think your recovery media is bad, you could order a new set from Toshiba .
You can also try restoring to your original factory condition by using the recovery partition on the hard drive. Press and hold down the 0 (zero) key while powering on the computer. This will bring up the recovery wizard. Instructions can be found here.
The fact that you say everything in a normal startup goes very slow and never completes indicates that either your startup files have been corrupted, or perhaps your hard drive is going bad. If you can get the system to load Windows, try DiskCheckup to check your hard drive's health and determine if it needs to be replaced or not.
Also, if you are running Vista, you could try a memory test to make sure the RAM has not gone bad: Click START, type in Memory, click on the memory test selection that shows up and let Vista run the test.
If you have a Windows Vista installation disc:
Insert the installation disc.
Restart your computer.
Click the Start button , click the arrow next to the Lock button , and then click Restart.
If prompted, press any key to start Windows from the installation disc.
Choose your language settings, and then click Next.
Click Repair your computer.
Select the operating system you want to repair, and then click Next.
On the System Recovery Options menu, click Startup Repair. Startup Repair might prompt you to make choices as it tries to fix the problem, and if necessary, it might restart your computer as it makes repairs.
If Startup Repair is a preinstalled recovery option on your computer:
Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer.
Click the Start button , click the arrow next to the Lock button , and then click Restart.
Do one of the following:
If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you will need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to repair, and then press and hold F8.
On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer, and then press ENTER. (If Repair your computer is not listed as an option, then your computer does not include Startup Repair as a preinstalled recovery option.)
Select a keyboard layout, and then click Next.
Select a user name and enter the password, and then click OK.
On the System Recovery Options menu, click Startup Repair. Startup Repair might prompt you to make choices as it tries to fix the problem and, if necessary, it might restart your computer as it makes repairs.
hope this help
