This morning I turned on my laptop and it doesn't boot up properly. It loads the Toshiba screen, then brings up a black screen with a loading bar. It says 'Windows is loading files...', it then loads that bar and then reverts back to the Toshiba screen and repeats the process. On the Toshiba screen, it gives the options of either 'Setup Utility' or 'Boot Manager'. They both work yet I have no idea what to do.

Toshiba usually doesn't include the recovery as you would have to create one for yourself.
If you're having trouble finding it and you cannot boot the computer anymore my suggestion would be to contact toshiba and order a recovery disk. (it's part of their business and it sucks bigtime).
You can also create a windows installer using a USB you can youtube how to do it for video instructions.
If you can still boot from the computer go to control panel and that is where the program to create the recovery disks is.

Windows is so corrupted that it can't shut down properly. The only way to fix that is to save your data and reinstall. And be very careful what program you load after that because it was one of them that has corrupted Vista so load them one at a time with serious testing in between.
