Right under the resting place of the cassettes. However just emptying will not fix it you need to find the reset software for your model
It covers the whole of the bottom. Remove it carefully noting how it fitted. Make a solution of teaspoon of bleach to 1 cup water dunk in a few times to remove ink. Pat dry and finish carefully with a hair dryer on medium. Then replace and follow these instructions

Canon MP780 Waste Ink FULL Reset (Should work with MP700/730/750)
This reset should be used once waste ink counter reaches full and lock-out occurs.
- To select something... Use the '-' and '+' buttons and then the "OK" button.
- To go back... Use the "Stop/Reset" button
- To reset... Use the "On/Off" button (only after you've gone back as far as possible it seems)

  1. Service menu: Menu -> Scan -> Copy -> Scan (one at a time in sequence)
  2. Select "TEST MODE"
  3. Select "[8] ETC.."
  4. Select "[4] EEPROM CLEAR"
  5. Select "[1] INK COUNT"
  6. Press the [OK] button.
  7. Press the [Stop/Reset] button (Exits Service Mode)
  8. press the [ON/OFF] button (which resets the printer)

u will have to lose the printer then bring out ink waste bin and then flush it manually n insert it back.

This may be worth a try
Canon S9000, S300, S400, i550, i560, i850, i860, i865, i9100, i9950, PIXMA iP3000 above,
1. Turn off printer
2. Hold down Resume button and press Power button.
3. Keep holding down Power button and let Resume button go.
4. Press Resume button 2 times then let BOTH buttons go.
5. Green lights will flash and then stop blinking.
6. When green lights are solid, press the Resume button 4 times.
7. Press the Power button and the printer should turn off, if not, press the Power button once more.
8. Your printer should respond as normal.

1)Printer on, press Additional Functions, Scan, Copy, Scan
Now you should be in service mode from there for waste ink tank reset it is simalar to what has already been posted

2)Select Test mode which is like the last avalabe selection
3)Select #8 Printer Test, it will do something here like cleaning or something then it will come up with some other option this is where it gets a bit confusing cause now all it says is like 8-2 or 8-3 push the + or - button until it says 8-3 then hit the select button

The menu will now say EEPRON Clear
Select Ink count which is option (0) and press set

Then press Stop/Reset Followed by the power button and then wait for it to restart.

The ink collector should be found underneath where the cartridges normally rests. Put some tissue paper on the ink padand let it absorb the ink. You might have to repeat the procedure a few times to get rid of all the ink.

<Remedy>
1.Waste ink absorber
Use SERVICE MODE>COUNTER>PRINTER>W-INK to check the waste ink
absorber. Replace if the waste ink level is near the limit (14400).
After replacing the tank, perform SERVICE MODE>INITIALIZE>W-INK.

Your printer has a built-in waste ink tank for the ink used during print head cleaning. As time goes by, the waste ink tank gradually fills. When the waste ink tank is nearly full, you should receive a "Waste ink warning" error when you print. Press the RESUME button on the printer to cancel the error so you can continue printing. Before the waste ink tank becomes completely full, have the waste ink tank replaced.

Tank absorber full and lights blinking

The POWER Lamp Flashes Orange Eight flashes: Waste ink tank almost full
The printer has a built-in waste ink tank for the ink used during print head cleaning. Eight flashes indicates that the waste ink tank is nearly full. Press the RESUME/CANCEL button to cancel the error so you can continue printing. Before the waste ink tank becomes completely full, contact a Canon service representative.

Note
Canon recommends that you call for service as soon as this error occurs. Once the waste ink tank becomes completely full, printing will no longer be possible.

It means waste ink pad full or nearly full. Reset waste ink counter using SSC ver 4.30. Find at indoreset.blogspot.com. Don' forget to replace pad, washing or extend outlite pipe to outside of printer.

How do you find the waste ink collector on a printer/scanner ?

Inkjet printers have a fibrous pad inside them that collects the waste ink from cleaning the print head. Over time, this pad fills up with ink and can no longer hold any more. When this occurs, the printer indicates a "waste ink tank full" error.

The waste ink absorption pads are inside the printer, in the very bottom. They are usually soaked with ink when full and are very messy.

Replacing the waste ink absorption pads is something an authorized canon service facility can take care of for you.

I have had this problem. There is a counter in your printer that must be reset to move on. The ink tank may not be full, but the counter estimates it is full (and maybe it is an instruction to you to buy a new Canon printer), and to actually empty the ink tank would be an uneconomical task. How do you do it, there are a number of helpers here so Google: MP730 waste ink near full.
