First check to see if the flow sensor and electro cell are dirty If your electro cell area is clean then it is an air in the system problem.
open the valve on top of your filter and bleed the air

91 is of course low salt. You can do what I mentioned in the first part with cleaning your sensor
If that is clean then your next thing to fix is the salt content. With the intex salt system you can actually also pull a 91 code with too high of salt
Your main concern right now is to get a test strip for measuring salt ppm and get your pool to 3000ppm
If you are above 3700 drain 20% of the water and refill with fresh keep doing this till it comes down to close to 3000ppm if it reads below 2700ppm start adding salt till you get close to that 3000 mark
also If you need to ad salt filter only for 24 hours before trying to generate salt
manuals only give you recomendations on pounds of salt This is a starting point only so fine tuning needs to be done with the test strips
