If you can think and look logically, you will be able to replace your current drive with a standard notebook drive, mostly called slimline.
open the case by pressing the two knobs at the side and lift it upwards. The unit clicks out easily, the removal of the flat cable and power connector needs a bit of patience, and you have to unscrew the drive from the bracket after that. I think you can get a drive for some $50,-dvd writer for dell gx270 mini tower - 5015338.jpg

I have a dell optiplex gx270 with an internal LG GH22LP20 super multi dvd writer installed. The system does not recognize the device at all. Can you help?

Make sure the drive is jumpered to cable select (CS) and using the original Dell Data cable. Re-seat both power and data cable connections.
boot to the BIOS (F2 at boot)
turn on caps lock, scroll lock and numlock on the keyboard
Press ALT + E (should beep once) Press ALT + F (should Beep Once) Press ALT + B system will reboot and re-detect IDE drives

Hi, Can I replace my CD writer in Dell GX270 with

Directly no, since all BR units use a SATA connection that your pc lacks. But you can buy a cheap PCI SATA card and plug th BR into it.

Dvd writer will not read any disc can i replace the internal cd/dvd writer with any other

Yes, you can replace your DVD writer with any other model, but there are 2 types, SATA and IDE.
The IDE drives connect with a wide , flat ribbon connector, and the newer, SATA drives take a smaller cable.

They are easy to swap out, and are basically plug and play!

Dell E510 Missing CD & DVD Drives...nothing is working yet...

you can buy that type of hardware anywhere since it is standard for all desktop. Your current drive is IDE meaning that the data cable on it is an IDE type.
Go to your local computer store and ask for a DVD writer IDE, since there is really no price difference now for a combo or dvd writer drive, it will be like 10 $ more for the writer. I live in canada so if you are in the US could be less here a DVD writer is around 35 $ at a computer shop.

Here is the spec of your computer just in case :
