I would recommend using the Dell factory restore DVD. It probably didn't come with your computer (companies save money by not shipping a DVD with the computer). You can order it from Dell and it will probably cost less than $20. Many times the restore function by hitting a special function key at startup becomes corrupt and doesn't work. I'd opt for a new DVD to use.
A number of these machines have a function that can restore to factory settings by pressing one of the special function keys at startup. There is a factory restore partition on the hard drive that keeps this info. So, if on startup you see a message such as "press F11 for restore" or something like that, do it.

computers dont realy have a factory reset the only reset function that exist is with bios to do this when the unit is first turned on press f12 and it will take you into bios but if you dont know what your doing i would not mess with bios but its your computer

No the restore might not be possible if you don't have the disk.
You might have a restore partition on the hard drive but to access that there is a key combo that might have the Fn key in it. For this you will have to search online or contact the manufacturer
Are you fimilar with system restore function in Windows. Click start>all programs>accessories>system tools>system restore. Go back to a date when the pc was functioning properly, choose date click continue/OK. Sit back and wait until the system recovers. Log in as normal.
