If it is like my Pioneer deck you need to shut it off by holding in the volume control. Once it turns off, you need to hold the funtion button until the time starts to blink. On mine it is just to the left of the 1st radio preset button. I had the same issue and finally solved it so I hope this helps you solve yours.
There are 2 thin slots on either side of the radio allowing pioneer keys to slide in and unlock.
you can use small allen wrenches or pieces of copper wire as well. Smash it thin with a hammer.
