I just hooked up a used pool heater (Hayward H150). When I open the external gas valve, I can hear and smell gas from inside my heater even though the switch and valve in the pool heater are all turned to off.
You must have two gas valves one that shut off the gas line one inside the heater . Check for all the burners are on place correctly Clean the gas orificies with a wire . If problem persist , please do no use the heater and hire a professional ,

IF is ignition failure. Verify that you have a good Ignitor and that your gas supply is adequate to fire the unit. I rarely see the internal gas valve fail on any Hayward unit. Be careful if you have to put your hand in there. The electric circuit on the smaller heaters is not typically 24VAC, it is usually 120VAC in the U.S.
you may need to bleed the line to get fresh gas to the unit, you can use soapy water to check, that the fitting leak free, after bleeding at the block.
On this heater, the conversion may be a kit that replaces all the
orifices. In any case if you call Hayward technical support they should
be able to provide the correct solution. I hope this helps.
The solenoid inside the gas valve, the part that is supposed to assume the pilot light once the thermocouple is hot, is failing. You need a new gas valve. Your part number is HAXGSV0001 for natural gas or HAXGSVS0003 for propane.
it is possible to light a pool heater with an ignition device,however it is not advisable.since your unit is calling for heat and the gas valve is opening,i suspect you have a faulty ignitor
