My HP case wire plug for the on off switch is in a plug form if I take off this plug can I still use it to turn on my PC if I hard wire it directly to the new mother board
If you mean the front panel power switch the connectors are in most cases located in the bottom right corner as below:
Note that your wire setup can be difrent form the image.

Are you referring to an intrusion alarm that is enabled on your Dell computer? If so, we will need the model and service tag number of that computer in order to assist you.

Dell doesn't manufacture or brand motherboards. They use 3rd party motherboards like Intel.
We would stand a far better chance of being able to assist you if we knew the computer model number and serial number that this motherboard is installed in.
And, what symptoms you are experiencing or goal you wish to achieve by changing the position of this switch you are referring to.
