It could be the pump is bound up but it is more likely the motor is failing. It may be a small part such as the capacitor or the starting switch, but could also be more severe such as the winding itself. You will also want to examine the shaft where it passes thru the pump and motor and look for signs of rust from a pump seal leak.
If you are not familiar with testing these parts your best bet would be a local electric motor repair shop to see if the motor can be repaired or if it would need to be replaced. They should also be able to ensure there is no pump damage. Otherwise please reply with specific questions about what you find for more direction.

While it is important to factor service factor and horsepower together whenever you replace a motor the example given is inaccurate. In the example used you would replace the motor with a two horsepower with a 1.1 SF, not the 1.47 as mentioned. Furthermore, a start switch will be present in any of these pump motors. The switch is different when the motor is a two-speed compared to a single speed but one is always present. The microfarad ratings given are for a run capacitor and very few of these pump motors will even have a run capacitor present. The capacitor you should check will be the start capacitor and its ratings will be given as a range, not a single value. The capacitor will be cylindrical and usually have a black, plastic-like case.

WARNING when replacing a motor on a northstar you must match the hp and service factor.. say its a 1.1/2 hp motor and the service factor 1.47 you will need a 2hp with a 1.47 service factor to replace that original motor .if you replace it with a 1 1/5 motor it WILL BURN UP THE MOTOR !!. welcome to the hayward northstar .
only the 2 speed motors have a start switch the capacitor would be my first check it may be a 30 or a 35uf at 370 cap
I think you will find it hard to find a shop that will work on this pump , its hard pump to deal with.. HINT do not over tighten the unions they can and will crack and drain your pool and run your pump dry =

OPPS "need a 2hp with a 1.47 service factor" SHOULD BE 2 hp w/ 1.00. SF.....THE FACT IS FACTORY NORTHSTAR SINGLE SPEED PUMP MOTORS HAVE NO START SWITCH! ITS CALLED A (SWITCHLESS MOTOR) ONLY THE 2 SPEED MOTOR HAS A SWITCH, START +RUN CAP ... SO YOU WILL FIND THAT THE REASON IS MOST ALL OF THE TIME IS THE RUN CAP WILL STOP THE SINGLE SPEED MOTOR FROM STARTING.. THESE ARE A HARD TO SERVICE PUMP BUT DO WORK WELL..
THINGS YOU SHOULD DO... NEVER EVER STARVE THIS PUMP FOR WARTER ! KEEP THE AREA AROUND THE PUMP SPOTLESS, KEEP YOUR SKIMER BASKET IN PERFECT WORKING ORDER. THIS MEANS NO CLORINE TABS IN THE BASKET !
