I am unable to make outgoing phone calls from my sciphone i9. I am still able to text and receive both calls and texts. The phone was previously operating perfectly.

where did you buy your celphone? if your network is GLOBE telecom but your celphone is not "open line" (meaning it is locked just for one network) you really cannot use that to call nor text using your current network provider. since you are in the philippines, its so easy to ask anywhere there (celphone technicians) if your celphone is open line or not, and if its not, then just ask them to fix it. believe me, they can do that easily as 1-2-3.
check if you have balance on the cell phone. you can get this by typing the following;
*123# and then press call receive button, you should see the balance remaining. If it is less than a outgoing call then you will be unable to make outgoing call but you can receive incoming calls.
If you have sufficient balance but still unable to make outgoing calls then your mobile operator must have disabled it for various reasons like bill payment, security confirmation etc. You will need to contact your mobile service provider and have it enabled
You need your message centre number for outgoing text messages. You can find the number by going on your networks website or by phoning you networks customer services.
to acces the internet you need to setup your GPRS-wap settings first and these are specific to your provider, for text, again depends on provider of the phone ... some providers block text messages from networks they don't want to have business with ... in spain particularly
the problem on your fon is the COUPLER TX it means you cannot transmit thats why you unable to make an outgoing text or call, but your RX is good thats why you can receive, so refer it to the technician and replace the TX coupler
Often this is a problem with the service, but if it's the phone just power down and up again and lastly bring it to your cell phone provider if nothing works and ask for the number to program into phone for software update which should always be free.
