i fell asleep and forgot to put my iphone on the charger and the battery died... i put it on the charger the next morning and it wouldnt charge or turn on. it just had the battery icon with a red line in it with the little bolt underneath. i let it sit on the charger for a few hours and still got nuthing..i thought i was gonna have to connect it to itunes and restore it and lose my jailbreak...but i didnt...i just put my iphone into dfu mode, then took it out of dfu mode and put it back on the charger. after a few minutes the iphone turned back on and i still had my jailbreak and everything. i jailbroke on jailbreakme.com a few weeks ago. i dont think that site is up anymore... hope this helps somebody :)
I believe you have used the wrong type of CMOS battery. Try putting the old one back in and see if it will boot. If not the CMOS NAND chip may be broken. If this is the case contact Dell and order a new one.
Are you talking of the BIOS password? Well, turn the laptop upside down and unscrew the plates. Under one of then you will find a button cell about 1 inch in diameter. remove it and reinsert it after five minutes. Your BIOS password will be erased.
If you are talking of the Windows password then you will have to reinstall Windows unless you know thw administrator's password. If you do, then delete this user and recreate it after a reboot. If no, then you must reinstall Window in a directory other than \Windows.

Well send it in for warranty and then sell it - It sounds like a flaky motherboard to me by the symptoms - Generally speaking if you dont even get a beep without any RAM installed then the motherboard is probably bad.
First its sad with Toshiba to address you in that manner all they care about is their wallets that sad. You need a new battery but if I were you I would trade it in for something other than a Toshiba as is that is, least you will get something for it and bugger them (Tosiha) get something else other Brand.
