The drum and toner are all in one cartridge on that product.
You can shake it and see if that will help. But even at that its low and will need replaced soon. Price looks to be about $66.
This is a fuser problem (the hot rollers)it will require a service tech the machine has overheated and there is a service lockout to stop more damage from happening
Info code 45 really means Toner cartridge is not installed.Info code 41 is out of toner & code 43 is toner getting low. There are three connection points inside of the fax machine that tell the machine that a cartridge is installed. Open the cartridge door & remove the cartridge. Verify that the metal tabs on the right hand side above the drive gear stick out far enough to make contact with the cartridge. There should also be two wires that are located on the left hand side that also make contact with the cartridge. Try putting your used/empty cartridge in & see if your info code changes to a 41 or 43.If not, you may have a broken connection. I have found that some compatible cartridges for the panafaxes are missing metal tabs that make contact with the connectors. Compare a cartridge that worked to the one that doesn't to see if it's missing metal tabs. This is not an issue if you are using OEM.
