I have had the same problem with my phone for the past 2 years. I had no problem before switching phones to the Motorola Rizer. I even returned my phone for another and it did the same thing - Muffled calls. At times I could barely understand the caller. My wife has the same problem in the same area with her phone - Motorola RAZR. It appears to be signal based. The stronger the signal the clearer the signal. I have spoken with people in my area and many have the same problem. I love tmobile, but I am switching to a new carrier as soon as my contract ends in a month. It appears this is a common problem on the fringe of a carriers coverage.
Your phone's speaker could be going out. Has this problem progressively become worse or did it happen all of a sudden? And what is the make and model of the phone in question, and how old is it?
It may be time to upgrade, as your phone may not be worth the trouble, we'll know better when you provide some information about your phone.
It could be that the speaker got damp and that's causing the muffling sound? More detailed information will always get you better Solutions. Your problem description contains only three words, causing my reply to be this lengthy and non productive.
Good luck.
With T Mobile, you have 14 days to return, exchange, and cancel the new contract, so maybe you can use that. It's in your agreement, check it out.
The staff at most companies will try to get you to deal with the issue, but T Mobile has won the JD Powers and Associates top rating in customer service (and other areas too), so remind them that and you might want to talk to a Manager as they're bound by the contract just as you are.
Good luck.

thank you. i just updated my phone last week. its a brand new samsung t819 cell phone. i exchange it for the same thing and it still sounds muffled. i put the phone on speaker and i can barely hear my callers. i tried adjusting the volume and tried numerous settings. i took the thing to tmobile and the csr's dont think there is anything wrong with it. so i'm stuck. fresh out of ideas besides getting something different. any ideas will help. thanks
I have the same problem with AT&T. I think it's the phones. I have a LG CU500 that has great sound. I upgraded to a Razor and then an LG Shine and also a Samsung and they all sound muffled to me. Kind of like talking to Charlie Brown's school teacher. I wish I could find a new LG CU500. I love that phone.
