Hi there. Sorry to say but Sony has developed PS2's to be region blocked. SO if your PS2 is a PAL region then it will only be able to play PAL region games. There is no real way to allow your PS2 to play NTSC disks unless it is modded.
It means that the PS2 can't read the disc. Playstation 2s in the US are NTSC, while those in the UK are PAL. PAL discs can not be played on an NTSC PS2, and NTSC discs can not be played on a PAL console. This is because the consoles are region-locked and you can only play games from the region the PS2 itself was sold in.
If your new PS2 is NTSC and you are trying to play PAL cds then it would not play and also if you it is a PAL console then it won't play NTSC cds. You can program it also to play both cds, its going to cost you any way.
if your ps2 is not a modded one sorry to tell you but yours is a pal ps2 (means you live somewhere in asia europe)so there is some difference i the american ps2 disc(ntsc) and pal ps2 disc both are designed to play in specific consoles so if you bought they console from ntsc territory(japan ,north america) it should work for sure but sometimes in japan and all they sell pals also but there is still chance try returning the cd to the shop and buy a pal disc or you can mod your ps2 from ps2 technicians (they are all around the world,every console shop has one) and then you can play american disc this is the only chance it will only take a small 25 bucks from you just mod it and u can play games u burned from your computer and also any pal ,ntsc territory original discs also
There are probably a few problems here. What are you using to play the disc? Some NTSC players will "play" a PAL disc but interpret it as NTSC with the symptom you are describing. You need a DVD player that will play PAL. Many of those will output NTSC directly when set up to do so. The other alternative is to have a PAL compatible player that will output PAL into the converter. To narrow this down specifically, please post the model numbers and the connection scheme for your equipment. Once I understand your current setup, I should be able to describe a method to get this to work for you.

You may need to clean and readjust the laser, which is painstakingly long and hard. As there are like 7 or 8 different version numbers of the PS2 each one has a slightly different internal configuration, guides can easily be found by typing in "PS2 Disk Read Error" on a search engine like www.google.com
Sorry I couldn't help you more, I tried to fix my own PS2 about a year ago and ruined the motor drive for the tray, so will not touch or condone such unless your pretty good with small parts and electronics.
