Tried Dell support, went through the motions of removing memory and still no codes or anything.

What is the point of having a motion trigger on it then? Wire it direct to the switch or remove the sensing unit and turn it on at dusk and off at dawn using a timer.
Hi. You have a no power issue there. Try draining the power from the laptop by removing the battery and ac adapter. Press and hold the power button for 10 seconds and connect the ac adapter again. Now power on the system. If it powers on, you fixed it. If it didn't power back on, You might have to replace your motherboard.
Sounds like the electronics of the motion detector is toast, probably from a voltage surge associated with your power failure. Since you have already used the manual switch, you have already tried the "reboot" option, but here is something else to try (it's a long shot). Turn the manual switch off, remove the light bulbs, turn the switch on for a few seconds, turn it back off, replace the bulbs and try again. Also, in the remote chance that this device uses an electo-mechanical relay (as opposed to all solid-state), the relay may be stuck, you might give it a couple of sharp raps while you have the bulbs out. When you turn it back on (before you put the bulbs back in) you might be able to hear the click of the relay if you go out there and give it some motion to detect. If all this doesn't work, you'll need to replace the unit. They may sell a replacement electronics unit for it. --- good luck.
Forgeet the CMOS battery, worthless exercise.
Most likely from what you describe it is a bad motherboard, and on a system that old I'd say replace not repair.
If you want to fix it, mothebroards are $50 to 100 for that model on EBay
Have a look at the Dell online support site available by clicking here Enter the service tag number if you have it and search for no post, no boot, or start problem and see what comes up. Also search the dell online forum for possibilities... It's hard to say what could be causing those symptoms without more info, I'm afraid... I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread. If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

set these as required.
Sounds as though theres no power getting to the card if theres no light on it - the dell 6XX series has a weakness in the PCMCIA connector too - it can easily flex and seperate from the socket on the motherboard over time and especially in transit. I wouldnt suggest trying to fix it yourself but dell will send someone out to fix it if its under warranty or for a small fee if not. hope this helps
As the computer boots, it detects the additional memory and automatically updates the system configuration information
where did you get the memory?
If it is in properly and does't work,it is either bad or the wrong part number for your Dell C610
