Monitor comes on for moment then goes dark. Monitor is still on, but it is like the contrast is maxed out, very dark screen

It sound more likely to either have bad backlight inverter circuits or the lamps are out. You need to open up and chck to see if you do have 12vdc feeding the inverter cricutis first.
Post pictures if you are not sure what to look for inside.

Screen is dark and contrast and brightness are up to max, can a new bulb be put into the monitor?

To replace the crt picture tube will be an expensive exercise as they are not bulbs as such but the entire screen needs to be replaced as they are a complete unit.

Go into monitor settings and turn "off" X-Contrast. X-Contrast will auto change contrast when backgrounds darkens. However, adjust manually the Brightness and Contrast settings to compensate.

Dark image

Flyback transformers usually have 2 adjustable rods - 1 is for focus the other is for screen (G2) voltage. try turning Clockwise the Screen adjust with brightness-contrast at max. Till you see white diagonal lines, then go back until the lines disappear - then tune the brightness to your desired level.
