Cycle the big power button. the tv will try to come one, and as it kicks off and goes into shutdown, a red led will light up inside. one on the power board indicates shutdown, but another somewhere else will indicate where the failure is. you can pop the speaker grille and see inside the front or pull off the back

this tutorial will help somewhat, but more relies on tvs where they don't go into shutdown when the ics fail.
there are fuses in the back but you need an ohm/multi meter to check
