You did not list the model. Remove the back panel and you will find the jam.

I HAVE CLEANED THE CARTRIDGES...NOW THEY MOVE.....
I HAVE REMOVED THE BACK...I CANNOT FIND ANY PAPER OR OBSTACLES ANYWHERE.
THE PRINTER STILL SAYS I HAVE A PAPER JAM.... FOR AWHILE I COULD NOT TURN THE PRINTER OFF OR ON WITH THE OFF/ON BUTTON...NOW I CAN.
THE PRINTER DOES NOT PICK UP THE PAPER OR PRINT IT.

There's a big chance here that something or a small piece of paper cause this jam and we really need first to clear that to make the printer working again and you may need to get a flashlight to provide more light and also follow the steps from this link to clear that message.

Disconnect the power cord from the back of the printer before you begin.
With the power disconnected, you will protect yourself from being
shocked. This is an important step when you are fixing any type of
electronic device.
Move your printer so that you'll have access the back panel. Unhinge the
back access panel of the printer.
Look for paper through the opened back panel. Remove any paper you find
jammed.
Close the back access panel. Make sure that it latches into place and
looks the same way it did before you opened it.
Open the front or top access panel. This is the panel you use to access
ink cartridges. If the carriage that holds the ink cartridges moves,
then you forgot to unplug the printer. Go back and do that now. Look for
paper that may be jammed in this area of the printer.
Remove any paper you find jammed here. There will be resistance from the
paper feeder, so pull slowly or the paper will rip and create a more
serious problem.
Close the front access panel. Make sure that it latches back into place.
Plug the printer in and attempt to print again. If you can print
successfully, you have removed the paper jam.

Among the most common problems with any make of printer are paper jams. A
printer will jam for any number of reasons: It’s dirty, the wrong paper
type is being used, or the rollers on the printer that feed the paper
through its pathway are worn down. While cleaning the printer
periodically and using the correct paper type are easy fixes, roller
replacement can be a difficult job depending on the model of HP printer.
For some HP printers, the rollers are easily accessible, but you'll
need to completely tear down other models to remove the rollers.
Regardless of the cause, when removing a paper jam, always pull the
paper in the direction of the paper path, because pulling it backwards
can severely damage the printer.
Certain HP printers are more
susceptible to paper jams than others. In my experience, any printer
that holds the paper vertically and then pulls it down through the
printer invariably ends up having paper jam problems.
If the printer is not printing but works, you can uninstall the printer driver and install back on your system, because the driver may be corrupt.

Usually answered in minutes!
The carriage would not move at all...I cleaned it
and now the cartriges are moving but it still is telling me there is a paper jam ... and the printer doesn't even pick up the paper....still makea a noise when the carriage moves.
I HAVE TRIED ALL YOUR SUGGESTIONS....NONE WORK
The HP 5280 ALL IN ONE printer says I have a paper jam, but there is no paper jammed.
