no not fly wheel maybe coil if not sparking check switch fist is on for sure or bad plug coil expessive try squrying some starting fluid in the carb check compression has to be above 90lb to start check and see if carbon has block exhaust port do all this first
If it doesn't turn over when you pull the rope it could be in the starter assembly or the flywheel where the starter pawls engage it. If it turns over then you need to check for fuel, spark, air and compression.
Check Your exhaust port.. not the muffler itself the actual port. More than likely carbon and Soot has built up clogging the port significantly. It commonly does this after a few to three years of use. Usually caused by to much two cycle oil added to the gas and just carbons debris building up from combustion.

sure the small screen is free of debris.(Should be able to see daylight
