sounds like you have aproblem with the lid switch , that will keep yoor unit from spinning after the wash cycle then it goes to a rinse cycle as long as the unit cant spin it then can't rinse.
It sounds like a defective timer. The timer is behind the dial that you use to set the cycles. You will need to remove the screws that hold the top control panel down. Once these screws are removed the panel will flip up. Then you will be able to get to the timer. Verify that there are no loose connectors causing the problem. Also blow out the timer with compressed air to clear out any dust that might be causing a malfunction. Otherwise you may need to replace the timer.

slowing down the flow of water from any electrical washing appliances can be dangerous and will cause extensive damage to the appliance in question, at the very least it will stop half way through the cycle every time
the only way to remedy this is to rectify the drain, or at least sort out another waste water outlet

Check first the filters on the inlet water line (both sides).
Then, if problem still exist - check that the inlet water valve works(it is an electromagnet valve, located at the pipe's entrance to the machine)).
If it doesn't work,test that it get power. In case it get power and doesn't work, it should be replaced.
