Hello,
Anytime you see a blue screen downloading, the problem is that the os is corrupt, you will need to get a new os cd in other to solve the problem.
If the problem persist after getting a new os cd, then you will need to change the memory card on your system.
This are the two possible solution, so i advice you get a new os cd to load on your system because the os recovery cd you are trying to use is corrupt.
Take care.
Backup all the data you want to keep on an external hard drive, flash drive, or rewritable CD. Resetting your Dell to factory defaults will erase all data currently on your computer.
Insert the Recovery CD into your CD-ROM.
Reboot your computer.
Watch the text in DOS carefully. When prompted to boot from your CD, do so.
Choose System Restore and then follow the instructions presented. Once system recovery beings, it may take a few minutes. Once it's done, your system will reboot again.
Remove the Recovery CD from your CD-ROM and store it carefully. Your system has been reset to the factory default.

Is it true that once you create a cd you cant create another one? I went back to the screen and the option to create a recovery cd is still there.
