Bad connections, wires to/from the transformer, or maybe a real dirty track.
try spraying a very small amount of CRC [brand ) 226 it is better than any contact cleaner on the market. do not get it on the rubber traction wheels on the engine. If you do, wash off with alcohol using a cotton swab on the rubber band on the traction wheel.

Are you in fact getting power to the track? If you are using the CW-80 transformer that comes with the Polar Express set, the fuse is inside the case. (a major design error). Sounds like the fuse is shot. Another check for power is to put one of the passanger cars on the track. If it lights up then the power is OK. The electronic board in the loco may be bad.
