Our hob has the same problem. I would really like to know the reason for this! Try using a rubber eraser instead of your finger - this works every time with our hob. Covering Up and Down arrows with the rubber, zeros it instantly just like using both fingers. Hope this helps.
check that the hob is wired correctly underneath 1,2,3 should be linked together as live 4,5 as neutral and earth takes its place as earth,
if it is wired correctly then i m afraid the hob needs a new induction element it is all one complete unit on these hobs not seperate so your looking at £1000 + to fix it plus engineer call out charges
Sometimes this happens if the pan bottom is not completly flat or is highly polished. Darker, flat pans work best. It sounds as if the safety is cutting off the burner.
You press the "on" which is on the left. Press the picture of hob you require and press the up and down for temperature. Then put your pan on the hob and it will work. If you need to adjust the temp you need to remove the pan.
I take it the two fuses you mention were the house fusebox and the fuse in the outlet in your kitchen?
If you know the mains is getting to the hob and nothing at all is lighting up on the panel then this sounds like a job for the professionals.
I can't find any mention of a reset button or user acessable fuse in the manual.
The only thing left to do is check the main wire connection underneath the hob - if it is accessable. (switch off at the wall first!)

problem with hob is probably water ingress in area of ignition unit - will probably cure itself
oven is a completely separate unit from hob. problem with it is that you have to re-set the clock - you have it on automatic. after power outage, oven clock always has to be reset
