Is the fan not running? Or do you mean other 'signal' sounds? The oven is discontinued, but Cuisinart carry some spares but nothing mechanical. You would have to contact them.

Convection ovens use one or more fans to move the air around the food, so they are typically noisier than other toaster oven units.
As long as you aren't hearing a scraping sound, which would indicate a blower that was out of alignment, then it should be ok. Generally, you will hear a loud whooshing sound, like a hair dryer.

The top temperature is actually 475 (which is 550 in a regular oven). That's with the dial turned as far as it goes to the left. Don't know how you'll figure out the settings for the temperatures above 350, unless you measure the intervals below 350 and mark them off on the other side some way.
The PCB board is definitely at fault here. One of the dc voltage lines is transferring too much current. The regulator and resistors are probably compromised. The better option is to replace the board than to try and fault find the components.
