This type of heater is meant to be used in a ventilated area. The fumes will build up if you are in a closed area and it will soon become overpowering. This can also be dangerous from poisonous gases. Take heed to the warning label on the unit. It probably states use in a well ventilated area.

Many power supplies have a chart on the side of the case. Here are the wire colors for an ATX type supply: RED +5, YELLOW +12, White -5, Blue -12, ORANGE +3.3, PURPLE +5VSB, GREEN Power On, BLACK -Gnd (common).
A 650 watt power supply will not make any difference as long as it is as large or larger than the one it was replacing.
About the CPU; With out some cooling like a CPU fan running ,
30 seconds is way too long and will definately shut down.
