It is indeed a belt issue if the dryer blows hot air, which means the motor is running, but the drum does not turn. Otherwise, the thermal fuse (part number 3392519) mounted on the blower has failed. This thermal fuse is wired in series with the motor circuit and its failure results in the motor not running and the dryer not working at all.
Remove the dryer real panel to access the blower housing and check the
continuity of the thermal fuse. Grab a volt-ohmmeter and set it to the R
X 1 scale then disconnect one wire from the thermal fuse terminals then
check the continuity of the thermal fuse. Replace the thermal fuse
should it read open.
Remove the dryer rear panel to access the blower housing and check the
continuity of the thermal fuse. Grab a volt-ohmmeter and set it to the R
X 1 scale then disconnect one wire from the thermal fuse terminals then
check the continuity of the thermal fuse. Replace the thermal fuse
should it read open.
Check the idler pulley (part number 691366) for twists and bends should the belt has come off. Replace it if that is the case.
Pull the lint trap out then remove the two screws on the lint trap slot opening. Push the top panel forward to release the clips attaching it to the front panel. Lift the front of the top panel then tilt it to the rear of the dryer to access the screws attaching the front panel to the dryer cabinet. Disconnect the door switch wiring harness then pull the top of the front panel forward and then lift it up to release it from the bottom hooks and remove it from the cabinet.
Wrap the belt around the drum with the ribs facing the drum then route it under the idler puller while pulling the idler pulley to the right then wrap the belt around the motor pulley like the one shown in the figure.
Reinstall the front and the top panels by following the removal steps in reverse.
