do factory settings press 2945#*# and then select factory settings this method will delete your all data so please first make backup, if this didnt solve the problem you need to give someone who repair hardware( maybe need to change speaker and mic).
This is fault on the MIC within the unit. Now uninstall the driver software, remove the webcam and then reinstall the drivers once again.Now connect the web cam and open the properties settings on the webcam . check for normal settings . If the fault repeatsthe webcam must be rechecked on another PC. Take opinion to consult if the webcam is under warranty
It helps more if you were to be more specific with the make and model. 9 times out of 10 it's a bad MIC. Most cell phones have the MIC soldered to the board. Some phones like the iPhone or Nexus One can be changed out easily by just replacing the part. The quick way to test your phone is to shoot a video and talk. If you play back the video and don't hear anything then you know 100% you need to replace the MIC. It should be a cheap repair I usually charge my customers $25 - $30. I wouldn't pay more then that. You can find a lot of repair techs on Craigslist HOWEVER be careful and use proper judgement when selecting a repair tech to take your phone to.
