I would suggest that the element may have absorbed some mloisture whilst being left in storage for a period of time. You may need to take it to a local repairer to see if they can dry out the element.

If there is moisture in the element it is not safe to use, hence it trips your circuit breaker.

It may be that the off peak to your house has failed to switch on, possibly due to the off peak time switch in your meter cupboard not working, I suggest you contact your local electricity board and ask them to check your off peak supply

you could have a defective start switch on the dryer motor, bad motor bearing making motor drag and draw excessive current or a heater element shorted to the dryer case

yes
go to your fuse box if 220 flip both switches if fuse engaged there will be like a red line or fully difused down to show that fuses has been triped
if 110 your going to be flipping switches alot cause 110 runs both motor and guages together and over power is usually the cause of this
220 circuit one 110 runs the guages and the other 110 runs the motor and heater core
also washer wont run with out the water being on saftey feature
