Your only option if you don't have the reboot cd's would be to find a windows xp, vista or windows 7 cd. Install windows and then go to this page to download and install the hardware drivers for your laptop. They have drivers for all the operating systems.
At this point install any software you want to use on your laptop. Be sure to go into your BIOS and set the 1st boot device to the cd drive so that way it boots up automatically from the windows cd.

Is the webcam installed properly on the laptop (I suspect that this is the problem)? Is the webcam Logitech? If so, install the driver and software again from the CD that comes with it (you can also download from their site). Made sure the cam works with their software, then run skype and it should work.
If it is a IBM web cam, go to the IBM support site, and click for IBM web cam, try to match the camera with 1 you got. Surf the site proffessionaly, and 100%you will find a solution. Thanks
The IBM 33L4889 PC Camera Windows 2000/XP Driver installation exe will show the following message:
