The error code 80070017 indicates a read error in one of the installation files. This may be caused by a corrupt installation medium (dirty, scratched or otherwise defective DVD; image burn process went wrong in case you created the DVD yourself from an image; defective memory if installation from USB stick).
The file may also got faulty on download; try to download the installation image again.
If the error persists, clean your DVD burner, use quality media and lower the burn speed.
Most playback issues on your DVD Player can be related to most/all of these:
1- Cheap disc Quality or dusty lens(use cleaning disc) or cheap or old used burner. 2- Burned too fast 3- Burned too close to the edge of the media 4- Use DVD-R media on older DVD Players or use DVD+R and booktype them to DVD-ROM
5- Do not stick labels on your media

are you burning a cd or dvd? burning a cd is pretty easy...windows will do most of the work for you. put a blank cd in your cd rom/ dvd burner drive. it will ask you what you want to do with the blank cd...vista usually asks you to format the disk...select ok.....a blank box will pop up....drag and drop your files to be burned into the blank box.....once you are done putting your media onto the disc....eject the disk...before the drive opens a box at the bottom of the screen says that the disc is being prepared for use on other computers. when it ejects, it should be done....you can try to put it back in to the cd drive and see if your data/media files are on the disc. ......now burning a dvd is alot more complicated....do you have software for burning dvd media? if you do, they have help me files and tutorials........some more good advice....youtube also shows good tutorial vids on burning. just type in "burn a cd or dvd".

Your CD Drive may be just a CD/DVD reader Drive may not be able to burn onto CD/DVD,s my dads laptop cant, he gets same error when he trys, so he had to use a different cd/dvd burner on a desktop.
If you have a desktop or laptop and you are 100% sure it can burn to CD/DVD,s then i reccomend you get a program called "ULTRA ISO" it is shareware but allows burning up to 300mb per cd for free before it asks you to pay so as long as you keep cd files below a total of 300mb you,d never have to pay. if its actually ITUNES which is reporting the error then your CD/DVD drive may require its own software before itunes will reconise it as CD/DVD burner drive. windows media player can report this type of error also.
The reason for this error is that there is a conflict between HD Writer and other software on your computer. I was trying to find a solution for weeks before Panasonic advised me to remove other DVD burning software on my computer. I therefore removed Pinnacle and DVD decrypter (which I believe was causing the problem), reinstalled HD Writer and then everything worked fine. Note however that the DVD-RW discs I had tried to use before were corrupted and couldn't be reformatted and therefore once you have removed the other software and reinstalled HD Writer, start again with new DVD-RW discs. try using different media ( non light scribe ) and second try using a program such as nero premium or easy media creator 9/10.Most of my dvd's have been successful with good quality especially with nero ultimate/premium
