Whirlpool Estate washer model TAWS700RQ3: Agitates, drains, goes into spin cycle, drum does not move but center agitator does. As soon as you put the smallest weight in the drum, the center agitator does not move. What's going on here?

The circuit board has a Cycle generator and sequencer that accepts commands when you manually do a setting. When the sequence enters the spin phase a block occurs and discontinues further action. It is not the timer, but the command center on the circuit board. Because the board has many functions, it is like a set of Christmas Tree lights in series, and when one bulb fails, so goes the set. You will no doubt need a new command board for that model.
You will have to look at the inside of the washer when in spin cycle to see what is going on. Is the spinner motor not engaging the drum? Is the spinner working at all? It sounds like the spinner isn't being moved against the drum before the spin cycle starts. Most washers use a seperate spinner motor, which is lifted off the drum by a relay and / or solenoid and if one or more of those is malfunctioning, it will cause your described problem.
Did you ever figure this out? Mine agitates but instead doesn't start spinning and draining unless I open the lid. It then "clicks" and starts but it is strange that I have to do this to get it to spin.
Possible that the drain pipe is in a height where the water is struggling to lift.
If not id check for a block. I normally find a sock stuck in the drain hose which causes a problem similar to yours
This assumes that you have a basic Kenmore / Whirlpool top load, direct drive, neutral drain (it doesn't spin until the pump removes most of the water) machine.

The drain and spin functions are started when the timer advances to the spin mode.
The motor is reversible. When agitating, the motor spins one way, when going to the drain / spin mode it reverses.
Since the machine agitates, the problem points to the timer.
