To reset the counter on an Epson CX4200, follow these steps:
Turn off the printer and unplug it from the power source.
Hold down the "Stop" button while plugging the printer back into the power source.
Release the "Stop" button after five seconds.
Press the "Stop" button three times.
Press the "Color" button and then the "Power" button to turn the printer back on.
These steps should reset the counter on the Epson CX4200. If the problem persists, you may need to consult your printer manual or contact Epson support for further assistance.
Have you unplugged it? Or is there a hard reset for it other than the reset button? Can you try to hold the power button down and see if that does anything? But try to pull the filter and stuff out again, after you have unplugged it, see if that works.

Turn off the printer, hold down these buttons for 5-10 seconds (Power, Maintenance, and Stop). The printer should cycle itself back on and go through the reset process.
Reset waste ink counter using SSC ver. 4.30. You can find at indoreset.blogspot.com. Don't forget to replace waste ink pad, washing or extend outlet pipe from head cleaning mechanic to outside of printer.
Sounds like the waste tank is full, you will need to remove the waste ink somehow.

1. first turn off your printer 2. push the b/w + color + stop buttons together and hold 3. push the power on button and hold (so you'll now be holding down 4 buttons together) 4. "Turn the printer on while holding down both the ink and paper buttons. When the paper light flashes release both buttons", then hold down the ink button for approx. half a minute until the printer lights flash again then release it. That resets the printer.”
