The NOAA weather frequencies have constant broadcasts, so your scanner "locks" onto them. The only ways to prevent this are to either delete the weather frequency or lock it out. To delete, just program the frequency "0.0" (zero point zero) into the channel. To lock it out, press the L/O key while on the weather freq.

Your PRO-96 has 10 banks of 50 channels, giving you access to 500 channels for conventional systems. It also has 11 banks of 500 channels, giving you access to 5500 users on trunked systems. You are referring to banks, not channels. When bank 0 is active, then you push 0 to de-activate it, you have now removed all your banks from the scan list. To re-activate any bank, just press any number. This is confusing because locking out a channel and removing a bank from the scan list are two very different operations but use the same terminology.

If this is a trunking scanner, then you can go to your local radio shack store and have them reprogram the scanner with your local frequencies. This does sometimes occur if the trunking is not set correctly.

Sounds like all that is happening is that the channels are locked out, you need to go through manually and unlock them. I have the same scanner and that is what I needed to do.

I own both of these and like the 106 more. It isn't just because it is new, but it has several options that make it more "user friendly" as well as better features. Some of the high points are:
-Easier manual channel navigation
-Larger, easier to read display
-Easier scan list understanding
-Much better user interface (text menus)
-Colored LED that you can assign to different channels..such as your priority channels. This way you can see what your receiving at a glance without having to actually look at the display,
-Remote control capability using the Win500 software.

A Pro-96 is a good scanner, but the Pro-106 blows it out of the water.

go to the channel by pressing manual,then the channel number,then manual again,then press LO or lockout, and scan

I had the same problem. I called Radio Shack and they said there were no channels were programed to scan. I am very new at this so I would be able to help you program but call Radio Shack at 18008437422 and hit option 2 twice. The person I got on the phone was great. Just be sure to have the numbers you want to program in front of you.
