Hi. They are only made for one shot, because the coffee will get weaker and weaker the more you use it. Also, it can compact and not let anything through.

The official stance from Philips on their website is this:

"We do not recommend this. The second cup of coffee will be rather weak. Also make sure the lid is closed properly, and do not press the 2-cup button if you want to brew only one cup."

The Senseo has started to produce only half cups of coffee - using the same pads, and nothing appears wrong with the machine.
Try to clean the very small filter you have in the center of the pad holder.

Machine doesn't deliver a whole cup
Try soaking the pad holders in hot water for a while; they may have some residual calcium buildup. Also rinsing the Senseo with citric acid (see manual) could work for you!
