I have a problem with my dell vostro 200. There's an orange light on the power button and an orange LED on my motherboard which prevent normal display on my monitor. What can I do to solve it?

The power LED if it is flashing AMBER, then the power supply is failing. If the LED is Solid AMBER then the motherboard, or something connected to the motherboard has failed (Video Card, Modem etc)

You cannot... The motherboard is bad. That is what the light indicators are for. If it is under warranty, call Dell to get a service tech dispatched. If not, start planning on a mobo replacement/PC replacement.

It is possible to add a motherboard reset switch to a vostro 200 pc

Manually very probably, but need to open it find the reset 2 pins connector next to the power on/off pins and make a switch and then get it outside with cables. but normally don't need all that.
Just push the power button down for maybe 5 seconds and the computer will by force turn off then just push it again and turn it on, is almost the same as a hard reset button function.

Due to certain viruses or faulty drivers your boot image is deleted or prohibited from normal booting.Insert OS setup dosc and repair startup.

You seem to have hit the nail on the head. It seems like you shorted either the PSU or the motherboard. Fortunately, if it was the PSU, there is a fuse which would've protected your other hardware. If you managed to short the mobo, you're looking at purchasing a new one from the manufacturer or a thirdparty. I personally believe you fried the motherboard, however; it is unlikely the fans would spin at all if the PSU was shot. Good luck, and remember to use latex gloves when handling these things; I've often done the same thing.

Vostro 200 shuts down and power light stays a steady orange and then it some times starts on its own

The steady orange Power LED is an indication of a motherboard issue. If the system has any expansion cards (Expansion Video, Audio, NIC etc) try removing them and using the integrated card and see if issue stops, if so replace the associated card.
If no cards, or no change, issue is most likely the Motherboard

There could be a hardware problem on the computer if the power button led light is "Orange/ or amber", if you can open the computer, try removing one memory card at a time and see if the power button will change.

Solid orange light on my vostro 200

If your fans come on full blast then you have a bad motherboard. If the amber light blinks, you have a bad power supply.
