Hello, I didn't understand the problem.
1.After switch on and it goes to power saving mode , which can be visibly seen by changing the color of power led from green9or blue) to yellow.
First thing to be done is when it goes to that state "power saving mode" remove the video VGA cabl , and if the unit gives video message "no video signal" which stays for a while and usually goes again to power saving mode , this is OK,
So if there is no video signal on input it should work like this. so you have to check you PC.
Another way is to use laptop or other PC to check the monitor itself.
Actually during start-up there is a slight delay before the HDD & OS is detected by the CPU. Normally all monitors slip into power saving mode within 10 secs of inactivity of either mouse or keystroke. This inactivity is read by the monitor which promptly switches to power saving mode. However the moment the HDD LED starts blinking, the monitor wakes up & starts displaying. This power saving mode in most of the flat screens is only associated with movement of mouse or keypad. This does not register till the CPU starts up & thats why the monitor switches over to power saving mode till it starts receiving signal from the CPU. It is a normal behaveour, so don't get worked up over it, plus you can always hit the Auto set feature on the monitor after booting the PC completely. ( I think the time out for the monitor to enter power saving mode is only 10 secs). Hope this helps.
I had the same problem with my monitor, the problem was that one of the "pins" or "prongs" was bent and mashed flat on the monitor's port plug in cable (the cord from the monitor that plugs into the computer's monitor port). I carefully pried up the prong and straightened it out the best I could and that fixed the problem for me.
The monitor switching off can be due to various reasons. I am ennumerating them..check each point carefully.
1. check the vga cable and power cable going to the monitor. they may be loosely connected. make sure the cables are firmly into the port at both ends.
2. there maybe power saving mode active... computer going into standby/suspend mode. check the power settings. right click desktop > properties> screensaver tab... click power button.
3. If not using a UPS try checking the power supply for voltage fluctuations and spikes
Hope this will resolve your issue otherwise post back.

To save battery power, the camera automatically goes into sleep mode and the monitor turns off if there is no operation after 3 minutes when the camera is turned on (when the lens cover is open and the monitor is on). No picture is taken even if the shutter button is fully pressed in this mode. Operate the zoom button or other buttons to restore the camera from sleep mode before taking a picture. If the camera is left on for 15 minutes, it automatically turns off (the lens cover closes and the monitor turns off). Press POWER to turn the camera on.
It could be a simple cap problem on the control card. But, a 17"? That may not be worth the effort. Unless you have time and curiosity to look for a damaged component on the inner board. Since it does nothing screenwise it is probably something obvious if you open it up.
Good luck with your project. Maybe this will help. https://www.manualslib.com/manual/786974/Lg-Flatron-L1715s.html
