There are 2 causes, 1.caliper slides are in need of servicing/lube.2, caliper(s) piston(s) need to be serviced/cleaned. Recommend replacement of both calipers, if either doesn't work.
Sometimes the brake hose on the caliper colapses on the inside and it doesnt allow pressure to release when you step off the brake pedal. Its usually only one caliper that locks up
Most times the sticking is caused by the calipers. not knowing what vehicle can't estimate cost.
my dodge ram 2500 v10 calipers were only 20 bucks each. total for calipers, pads, rotors was less than a 100
The best option is to do both! have the brake system serviced by removing and cleaning all brake pads and the brake pistons. this will allow smooth movement of the brake mechanisms.
however clean the parts are, IF there are air bubbles in the brake hose system, the parts will get stuck again while driving. remove air bubbles by having someone depress the brake pedal and let the person hold/press the pedal as you slowly release the air bubbles by loosening the air release nipples at each wheel. repeat process for all wheels until you don't observe any air bubble when releasing the release nipples.
i completely agree with boyax56. i additionally want to recommend checking ur brake rotors/disks. if the brakes have been binding u cant rule out a possibility of thebrake rotors being warped. if they are, they need to be machined/re-surfaced at a machine shop to avoid further brake problems.
