Monitor not powring on

check the display monitor cord to CPU if attached perfectly/check on off switch of display screen

This sounds like a microprocessor ic issue, controls major area's of the monitor, but check the power button that it is not locked down, and check the pad switch under the button, may be shorted.

Monitor Flickering May due to following Reason
1. Deffective LOT
2. Deffictive Filter IC or Deffective horizontal IC

To fix this issue,you have to check LOT, if LOT working fine, you have to search for burn out capacitor along with filter IC and replace with new one. After this your monitor must work properly, without any flickering.

You just replace the IC 7805 (transistor type ) near microprocessor IC It will solve the problem

please provide some more information ( like when u plug in /on your monitor is it showing some raster or u feel the crt is charging or not?) any way after reading the information u provided it seems that your monitor is remaining in standby mode , possible reasons for this problem are the following:-

1. monitor is not sensing video signal.
2. monitor's microprocessor is faulty (remains in standby mode)
3. monitor's memory chip is faulty.
