Look into rear of freezer and see if a layer of frost is building on rear panel. If yes you will need unplug and manually defrost with a hair dryer. That will help speed things up. You will also need the correct model number to get the correct parts. The odds are the defrost heater is defective. Because cold air is heavier than warm it tends to settle to bottom freezer making it appear OK. If there is no frost in freezer rear wall then we would look for the air supply damper to be closed between compartments. Look and see what you are going to need do and I will look up the parts assuming your model is a PFSF5NJXBB I will return soon, Thanks, Sea Breeze

Depending on model number the defrost heater is part number Click Here=> WR51X10094 Click Here for location of model numbers=> Appliance Model Number Locations If you replace the defrost heater it would not hurt to change the defrost thermostat part Number=> WR50X10069 both links have no photos. If not defrosting remove the rear freezer panel after unplugging. Defrost evaporator with hair dryer until you can get a good look at defrost heater. If burned out it will be easy to spot because the defrost element is inside a glass tube. Burn out usually makes blackened glass. It will not hurt to examine fan as appliance mentioned. They are12 volt DC fans and have been known to go bad. Let me know what you find. I will be here if you should respond. Please rate my solution after I have helped you resolve the problem and communicate with me. I am offering my help to you free. Your damper vent door is not opening to let the freezers cold air in to the refrigerator compartment, its located between the refrige and freezer, also make sure the evaporator fans are running to move the cold air

GE PFS22SISBSS Refrig compatment freezing

There is an internal door between the fridge and freezer section that allows the freezer air to enter the fridge side to keep the fridge cold. Sounds like the internal door is stuck open. Steve
