On most laptops it is in the top area above the display. You'll only see a small circle there. They put it there so that when the lid is open and you're sitting at the laptop the cam is at the right level to 'see' you there :)
There are so many reasons can cause a Lenovo T400 computer running slow than
it used to, it is hard to identify just what might be dragging down your
Lenovo's performance, let alone implement the necessary technical
adjustments to fix it.

f7 key is not always fix in any laptop for switching to external monitor, if there is written lcd/crt on f7 key thats fine. if not try another key by pressing Fn.
if work fine . otherwise check with another unrepaired monitor. some time you can see display in monitor, but it may not work as an external monitor if repaired by local technician.
Here is the ATI driver page on the Lenovo support site. They list the XP driver for your model. Download and reinstall to see if this solves your problem. If you get errors or if you are not running XP please post beneath this thread with additional info so I can follow up with you...
