All phones need APN setting to make them work for gprs or data functions.
You can find the settings from your network operator and then you can follow this video guide on how to enter APN settings in any HTC phone.
This is a tutorial on how to add APN settings to HTC phones for your network providers. Example phone used is a HTC Hero but process is same for all HTC models.
APN and Data Settings Change for HTC Phones

  1. Go to settings -> wireless controls
  2. Go to Mobile Networks -> Access Point Names
  3. Click Menu and select New APN
  4. All you need to add for most networks is just the APN setting which can be obtained from your simcards network provider
  5. Press Menu and Save
  6. You are ready and have configured data connection settings.

Steps
1.Start >Setting>connection>connection
2. Add a new modem connection
3. Enter connection name
4. Select " Cellular Line GPRS". then Next
5. Enter Access Point Name
6. Finish
7. Then goto "Manage Existing Setting"
8. right click on the connection name and select Connect
9. now u can start the browsing through Internet Explorer

If u have Airtel Service Provider then follow steps
Connection name: Airtel
Cellular line GPRS
Access point name: airtelgprs.com

If u have Idea Service Provider then follow steps
Connection name: Idea
Cellular line GPRS
Access point name: internet

If u have Vodafone Service Provider then follow steps
Connection name: Vodafone
Cellular line GPRS
Access point name: www

If u have Aircel Service Provider then follow steps
Connection name: Aircel
Cellular line GPRS
Access point name: aircelgprs.com

There is a problem connecting to the gprs service in your registered home network

check for the GPRS settings in your phone... it will not connect if there is no settings. Contact your service provider or customer care for GPRS setting. they will send you the setting once you request them. save it and try again .. it will work..

Before you can use GPRS technology, contact your network operator or service provider for availability of and subscription to the GPRS service. Save the GPRS settings for each of the applications used over GPRS. For 40 information on pricing, contact your network operator or service provider.
How to activate GPRS steps: Select Menu > Settings > Connectivity > Packet data > Packet data connection. Select Always online to set the phone to automatically register to a GPRS network when you switch the phone on. Select When needed, and the GPRS registration and connection are established when an application using GPRS needs it and closed when you end the application.

HTC Viva and WIFI Problem Connection

Hello, wifi is a sort of WLAN conection. you need a wireless router to be able to use wifi. there are two ways to connect to the internet on the touch viva. 1st way is by the sim card and that costs you a lot of money!!! the other way is by a wlan router, you can access to the internet as long as you want is you have a flatrate. My good tipp: switch off the gprs connection, it will only cost you a lot of money. you will still be able to make phone calls. Ilost about 60$ (i mean it!) by trying to access to the internet by gprs.

Could not connect with wi fi

Thats a pretty awkward error message your getting... You should talk to your carrier about the gprs services thing, but you can also try 'get settings' - from your carrier. To do this, go to start>settings>phone>services tab. Then select network service and tap get settings and select standard. If it is on home only, that might be your problem, even though I have never tried home only.

Hi! Your GPRS or data packet service is currently not activated and thats the reason you can't access internet. So contact at&t and get your gprs service activated first and if it is activated then under your phone connection settings input the following settings-

Notification appears every few minutes suggests problem connecting to GPRS

You need to tap the 3G. Settings. Connections. Advanced tab, Select Network. My ISP drop down. Edit. Tap and hold on anything that appears in the box. Delete. There should be no connections left in the box. Done. Repeat for anything in the My work Network. Edit. Should be empty. IF not, delete any connections by taping on and holding.
