Ost times not turning on is because the battery is flat or dead. Connect it to a USB charger or and AC charger and leave it for an hour to see if there is any recovery.
If it does not have it taken to a service centre to have the charge circuit checked and a new battery.

You can NOT charge a magellan 2200t with a USB charger...
the chances you need a new battery are slim, this is rarely the cause of no start on a 2200t.

try the reset if you havent already, if that fails or you dont know how, just respond to this post..the update might cure it, but it sounds like the digitizer (the touch part of the lcd) is out.
if thats the case and you want help getting a new one (digitizer) just reply to this post.

try it on a computer running XP sp2 or 3 ..i dont have windows 7 so im not sure why its not hooking up..i know even with Xp sp3 it will install and i can update my 2000 but its not seen in the computer as a drive, but the update will install.
